Availability is the fraction of a measurement window in which a service is operating, expressed as (total time minus downtime) divided by total time. Converting a percentage into an allowance requires fixing the window first, since the same target buys very different budgets: a common year is 525,600 minutes, a 30-day month is 43,200, and a week is 10,080. At 99.9 percent the annual allowance is about 525.6 minutes, or roughly 8 hours 46 minutes, while the monthly allowance is only about 43 minutes. At 99.99 percent the year permits about 52.6 minutes and the month about 4.3 minutes; at 99.999 percent, the classic five nines, the year permits roughly 5.3 minutes. Each added nine cuts the budget by a factor of ten, which is why the step from three nines to four is an engineering programme rather than a configuration change. Two distinctions matter when applying these numbers. Availability in reliability terms is MTBF divided by the sum of MTBF and MTTR, so a target can be met either by failing less often or by recovering faster, and shortening recovery is usually the cheaper lever. Second, a contract's stated percentage means little without its definitions: most commercial SLAs measure monthly rather than annually, exclude scheduled maintenance windows, count only complete unavailability rather than degraded performance, and pay out in service credits capped well below the customer's actual loss. Note too that stacking dependent components multiplies their availabilities, so a request path crossing four independent 99.9 percent services has a theoretical ceiling near 99.6 percent.

Quantified availability targets came out of telephone engineering long before they reached data centres. Bell System practice for electromechanical and later digital central office switches held that a switch should be out of service no more than about two hours across a forty-year design life, a figure equivalent to roughly 99.999 percent and the origin of the five nines shorthand that vendors adopted in the 1990s. The supporting mathematics is older still: the reliability measures MTBF and MTTR were formalized in military and telecommunications reliability engineering in the mid-twentieth century and were codified in Bellcore and later Telcordia reliability practices for network equipment. The service level agreement as a commercial instrument spread with IT outsourcing and managed hosting in the 1980s and 1990s, and then with public cloud in the 2000s, when providers began publishing standard uptime commitments backed by service credits rather than negotiating each contract individually. Amazon Web Services introduced published SLAs for its core services in the late 2000s, and Microsoft Azure and Google Cloud followed with comparable monthly-percentage terms, which is why monthly rather than annual windows dominate modern agreements. A significant reframing arrived with Google's site reliability engineering practice, described publicly in the 2016 Site Reliability Engineering book: rather than treating any downtime as failure, teams set a service level objective, treat the remaining allowance as an error budget, and spend it deliberately on releases and experiments, halting risky changes once it is exhausted.
