College Cost Calculator

Cost of attendance, the quantity this projection compounds, is a federally defined figure under the Higher Education Act: tuition and fees plus room and board, books, supplies, transportation and personal expenses. Because institutions reprice once a year rather than continuously, the model uses discrete geometric growth - a school charging C dollars today charges C times (1 + i) to the power k in year k - and a four-year total is the sum of four such terms, each compounded one year further out than the last. That structure is why a 5 percent rate produces roughly a 63 percent increase in the four-year bill over a decade rather than the 50 percent a linear reading suggests. Planners typically model education inflation at 4 to 6 percent against general CPI inflation nearer 2 to 3 percent; the Higher Education Price Index, which tracks the salaries and services colleges actually buy, has generally run in a 2 to 5 percent band in recent years. Two limitations matter more than the choice of rate. The projection compounds published sticker price, not net price, and average institutional discounting at private nonprofit colleges now exceeds 50 percent for first-time full-time students, so the headline number overstates what an aided family pays. It also assumes on-time completion; only about 60 percent of bachelor's students finish within six years, and each extra year adds a fully compounded year of cost rather than an average one. The monthly savings figure assumes a 7 percent return, an equity-like long-run assumption that is not guaranteed.

Systematic tracking of American college prices began with institutions and the federal government rather than with families. The College Board has surveyed institutional charges annually since the early 1970s, and its Trends in College Pricing series became the figure journalists, planners and admissions offices cite. On the supply side, the Higher Education Price Index was developed by the economist D. Kent Halstead in the 1970s to measure the salaries, utilities and services colleges purchase, on the reasoning that the consumer basket behind CPI is a poor proxy for an enterprise whose largest single expense is faculty compensation. The National Center for Education Statistics later standardized institution-level reporting through IPEDS, making comparable figures public. Projection arithmetic entered household planning largely through tax policy. Michigan launched the first state prepaid tuition trust in 1986; Congress codified qualified tuition programs as Section 529 of the Internal Revenue Code in the Small Business Job Protection Act of 1996; and the Economic Growth and Tax Relief Reconciliation Act of 2001 made qualified withdrawals tax-free. Each step pushed parents to estimate a number fifteen or eighteen years out in order to size contributions today. The Higher Education Opportunity Act of 2008 pulled in the opposite direction, requiring every institution to publish a net price calculator by October 2011 so families could compare aid-adjusted costs instead of sticker projections alone.
