Century = ceil(Year / 100) | Decade = floor(Year / 10) x 10

The century is found by dividing the year by 100 and rounding up (ceiling function). The decade starting year is found by dividing by 10, rounding down (floor), and multiplying by 10. The millennium is found by dividing by 1000 and rounding up.
